Course Description

This is a modeling course in quantitative policy planning for the clean-energy transition. Over seven weeks, students working in teams of four build a twenty-five year energy transition plan for a single country, set within its regional energy system, and identify the public and private investments required and the timing of those investments. Students work throughout in a country model supplied at the start of the course, together with data instructions. The model runs annually and covers demography, output, energy demand by sector, vehicle fleet turnover, the existing fossil fleet and its retirement, renewable resource supply curves, cross-border trade, and the resulting generation, capacity and emissions path. Students populate this model for their assigned country and then build on top of it the financial layer that converts a physical build path into a financing plan: capital expenditure by year, the capital stack, the debt schedule, the tariff path, and the fiscal account. The final product is a country transition and investment plan, assembled from the weekly deliverables, together with the completed workbook.
